[摘要]20 世紀(jì)90 年代后期以來，隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展，以“塊狀經(jīng)濟(jì)”為典型表現(xiàn)形式的小城鎮(zhèn)產(chǎn)業(yè)集群快速發(fā)展著，目前已成為各區(qū)域經(jīng)濟(jì)發(fā)展的重要?jiǎng)恿?、特色和支撐，在全?guó)工業(yè)經(jīng)濟(jì)中占有舉足輕重的地位。但是，進(jìn)入21世紀(jì)，面對(duì)日益激烈的人才競(jìng)爭(zhēng)、市場(chǎng)競(jìng)爭(zhēng)、土地供給和環(huán)境污染等問題，小城鎮(zhèn)傳統(tǒng)特色經(jīng)濟(jì)的各種弊端不斷暴露，主要靠低成本獲得競(jìng)爭(zhēng)優(yōu)勢(shì)的增長(zhǎng)難以持續(xù)。在此背景下，本文將通過實(shí)例論證分析問題,得出結(jié)論,為小城鎮(zhèn)集聚型產(chǎn)業(yè)競(jìng)爭(zhēng)力的提升提出建議和對(duì)策。本文以“鉆石模型”為研究模型，具體分析了溫嶺市新河鎮(zhèn)汽車內(nèi)飾產(chǎn)業(yè)的發(fā)展?fàn)顩r，了解到該產(chǎn)業(yè)現(xiàn)階段正處于穩(wěn)步發(fā)展的發(fā)展?fàn)顟B(tài)，但仍然存在產(chǎn)品科技含量低、產(chǎn)品競(jìng)爭(zhēng)力以價(jià)格競(jìng)爭(zhēng)力為主、規(guī)模企業(yè)缺乏等主要問題，這些問題是我國(guó)小城鎮(zhèn)集聚型產(chǎn)業(yè)存在問題的具體映射。所以，為了解決這些問題并提升小城鎮(zhèn)集聚型產(chǎn)業(yè)競(jìng)爭(zhēng)力，本文認(rèn)為應(yīng)該從兩方面出發(fā)，一是集群企業(yè)應(yīng)該重視自主創(chuàng)新，提高產(chǎn)品質(zhì)量，并通力合作，相互協(xié)調(diào)發(fā)展；二是在發(fā)揮市場(chǎng)機(jī)制的同時(shí)，政府應(yīng)該制定合理政策，引導(dǎo)并推動(dòng)小城鎮(zhèn)產(chǎn)業(yè)集群由低成本型向創(chuàng)新型轉(zhuǎn)變。

[ABSTRACT] Since the late 1990s, with the quick development of social economy, block economy as the typical form of small town economy is rapidly developing. It has changed into the important characteristic of regional economy as support and motivation and plays a significant role in the national industrial economy. However, in the 21st century, in the face of numerous problems, such as increasingly fierce talent competition, market competition, land supply problem and environmental pollution, various disadvantages of traditional small town economy are constantly exposed. Due to that Phenomenon, the competitive advantages mainly by the low-cost are unsustainable. In this context, this paper will analyze the problem through examples to conclude suggestions and countermeasures to enhance industries competitiveness. In this paper, "diamond model" as the model of study, a detailed analysis of Wenling City Xinhe automotive interiors materials industry will be taken. I have learned that the industry is in a state of steady development, but there are still low-tech products by low-price and lack of large-scale enterprise size. Therefore, in order to solve these problems and improve industrial cluster competitiveness, the paper should be considered in two ways. At first, the cluster enterprises should pay attention to independent innovation, try best to improve product quality, and work together for coordinated development. In addition, the government should make reasonable policies to guide and promote the industrial clusters to transform low cost type to innovative path.
