市場(chǎng)經(jīng)濟(jì)條件下政府職能轉(zhuǎn)變思考


摘 要：政府職能轉(zhuǎn)變有利于社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的完善和和諧社會(huì)的構(gòu)建以及黨執(zhí)政能力的提升。然而，目前政府在職能定位和履行過程中仍存在著一定程度的缺位和越位現(xiàn)象。因此，有必要深層次剖析政府轉(zhuǎn)變職能的難點(diǎn),從準(zhǔn)確定位政府職能、優(yōu)化政府組織結(jié)構(gòu)、簡(jiǎn)政放權(quán)等方面入手，實(shí)現(xiàn)政府職能的根本轉(zhuǎn)變。

The Thinking of the Government Functions Transformation Under the Socialist Market Economy


Abstract: Transformation of the government functions is beneficial to the improvement of the socialist market economic system and the construction of a harmonious society as well as the ascension of the ability of administration of the party. However, there are still absence and offside in the function orientation and performance. So it is necessary to analyze the difficulties of government functions in deep, then achieving the fundamental shift of government functions from the following three aspects: accurate positioning of government functions, optimizing the structure of government organization, including streamlining administration and delegating power.
