摘 要

學(xué)習(xí)型組織理論作為21世紀(jì)管理新模式，它所具有的比其他組織形式學(xué)習(xí)地更快、更好地競(jìng)爭(zhēng)優(yōu)勢(shì)在給它帶來(lái)巨大成效的同時(shí)也引起了我國(guó)政府對(duì)它的關(guān)注，中共十六大報(bào)告更是將創(chuàng)建學(xué)習(xí)型社會(huì)作為黨的發(fā)展戰(zhàn)略目標(biāo)之一，對(duì)此全國(guó)上下掀起了構(gòu)建學(xué)習(xí)型社會(huì)、學(xué)習(xí)型政府的浪潮。
但是，學(xué)習(xí)型政府的構(gòu)建是一項(xiàng)復(fù)雜而又艱巨的系統(tǒng)工程，它仍面臨著許多障礙。這些障礙主要表現(xiàn)在政府的一些學(xué)習(xí)理念、組織結(jié)構(gòu)、技術(shù)等方面。正是基于以上事實(shí)，本文才以政府的學(xué)習(xí)理念、組織結(jié)構(gòu)等方面為研究的切入點(diǎn)和突破口，希望通過(guò)對(duì)它們的研究和探討，找到我國(guó)學(xué)習(xí)型政府構(gòu)建的有效對(duì)策，從而使我國(guó)政府早日成為學(xué)習(xí)型政府。

ABSTRACT

As a new management model in the 21-century, the learning organization theory, which has been getting great success, is catching attention of our government due to its more rapidly and best competing advantage than others. In the report at the 16th National Congress of the Chinese Communist Party, creating the learning society was defined as one of its improving strategy aims. So, a surge of reconstructing learning-type society and government is lifting around the country.
However, the construction of learning government is complicated and arduous system engineering; it still faces a lot of obstacles. These obstacles in such aspects as the government's some idea, institutional framework, studying system and so on. Therefore, I regard them as the breakthrough and breach of study, hope to seek for the effective countermeasure of the construction of studying government by researching and discussing to them, thus, make our government become the learning government as soon as possible.
