摘 要
從國際貿(mào)易壁壘的發(fā)展趨勢來看，隨著經(jīng)濟全球化和貿(mào)易自由化進程的加快，
關(guān)稅逐漸降低，進出口數(shù)量配額、許可證制度、外匯管理制度等非關(guān)稅措施日益
受到約束和限制。雖然反傾銷、反補貼等貿(mào)易壁壘在相當長的時間內(nèi)仍將繼續(xù)存
在，但以技術(shù)性貿(mào)易壁壘為核心的新貿(mào)易壁壘形式突顯出來，將不斷得到發(fā)展，
變得更加復(fù)雜和隱蔽。技術(shù)壁壘成為最普遍、最難對付的貿(mào)易壁壘，已經(jīng)從商品
流通領(lǐng)域擴展到生產(chǎn)加工領(lǐng)域，成為非關(guān)稅壁壘的主要組成部分，是各國保護產(chǎn)
業(yè)和促進對外貿(mào)易發(fā)展的重要手段。為此，國際貿(mào)易中技術(shù)性貿(mào)易壁壘的發(fā)展動
向值得我們特別關(guān)注。
當前，技術(shù)性貿(mào)易壁壘日益成為國際貿(mào)易中限制市場準入的一個重要手段，
成為國外技術(shù)優(yōu)勢對付中國成本優(yōu)勢最有利的武器。它在國際貿(mào)易中的影響越來
越大，并對包括中國在內(nèi)的許多發(fā)展中國家的出口貿(mào)易產(chǎn)生了巨大的影響。本文
從理論和實踐的角度對技術(shù)性貿(mào)易壁壘理論進行了闡述，并結(jié)合實際工作中遇到
的問題，對xx公司在出口貿(mào)易中遭遇技術(shù)性貿(mào)易壁壘的原因進行了較為透徹的分析，并就今后在應(yīng)對出口貿(mào)易中受技術(shù)性貿(mào)易壁壘影響的對策思路方面提出了建設(shè)性和針對性的建議和意見。

ABSTRACT
With the accelerating process of economic globalization and trade liberalization,
there are some features on international trade barriers, such as the gradual lowering of
tariffs, increasingly constrained and restrictions to the import and export volume quota
permitting system, the foreign exchange controls system and other non-tariff measures.
Although anti-dumping, countervailing and other trade barriers will continue to exist in
a very long time, TBTs, as the core of the new forms of trade barriers fleshed out, will
have develop and become more complicated and subtle. As the main non-tariff barriers
of protection to national industries and the methods to promote the development of
foreign trade, TBTs become the most common and most difficult trade barriers to deal
with, and have been extended from the areas of commodity trade to production and
processing areas. Herein, it deserves us special concern on the development trend of
TBTs in international trade.
At present, TBTs are increasingly becoming international trade restrictions on
market access and the most favorable arms for foreign technical superiority against
China cost advantage. In international trade, TBTs have created enormous impacts on
many developing countries’ export trade, including China. From perspective of the
TBTs’ theory and practice, this paper does in-depth analysis on constructive and
purposeful recommendations and responses of yuan dong Company to deal with TBTs of export trade, meantime encounters the actual works and problems of SD Company.
